Who is qualified to manumit a slave?

Manumission (Ataq) is valid from every person who has the right to dispose of wealth. This includes the mature, sane, and prudent individual, whether they are Muslim, Dhimmi (protected non-Muslim), or Harbi (enemy combatant). There is no known dispute concerning this, based on the general principles of legal capacity for property transactions.
