What is the ruling regarding the manumission of slaves if the deceased owner's other property is less than the value of the slaves?

Book of Manumission
Primary text
If the value of the other property is less than the value of the slaves, only a portion of the slaves corresponding to one-third of the total estate's value are freed. The determination is made by multiplying the value of the slaves by three and then relating the total estate value to that result; the resulting fraction is the proportion of the slaves that shall be freed.

Specific proportional calculations determine the exact number freed based on the relationship between the value of the slaves and the rest of the estate. For example, if the slaves constitute half the total estate, two-thirds of them are freed. If they constitute two-thirds of the estate, half of them are freed. If they constitute three-quarters of the estate, four-ninths of them are freed.
