The effeminate man who is considered exempt is not merely one associated with indecency. Rather, true effeminacy involves extreme softness in constitution, such that he resembles a woman in gentleness, speech, gaze, tone, and intellect. When possessing these characteristics, he has no inclination for women and is unaware of their affairs, thus falling under the category of those without desire upon whom entry to women is permitted.
