The rulings issued by the judge and governor of a rebellious group that has taken control of a city are considered valid, operating in the capacity of the legitimate Imam and his judge. This equivalence is established because the rebel authority is treated as such in matters concerning the collection of Zakat, Jizya, Kharaj, and the execution of judgments. Consequently, their authority extends to other legal matters within that controlled territory.
