If a person in the state of Ihram contracts a marriage for himself, or contracts a marriage on behalf of another (as a guardian or agent), the marriage is void. This is based on the statement of the Prophet (peace be upon him): "The person in Ihram shall neither marry, nor cause others to marry, nor propose marriage." (Reported by Muslim).
