If physical contact below the private parts is done with lust upon a woman one is not married to (ajnabiyyah), it does not establish the prohibition of affinity. Ahmad stated that nothing establishes this prohibition except actual sexual intercourse (juma'). This view is narrated from him through Ahmad bin Al-Qasim and Ishaq bin Mansur.
