What is the ruling if both the guardian and the woman retract their consent without a valid reason?

If both the guardian and the woman retract their consent without a legitimate purpose, it is disliked due to the breaking of a promise and the retraction of a statement. However, it is not forbidden because the right has not yet become binding upon either of them, analogous to a person who negotiates the sale of his goods but then decides not to sell them.
