What is the ruling if a man elects fewer than four women or chooses to leave all of them?

If he selects fewer than four or elects to leave all, he is commanded to issue four divorces or complete the count to four divorces. The four wives cannot be separated from him except through divorce or an equivalent act. If he divorces four of them, the divorce takes effect upon them, and the marriage of the remaining women is dissolved due to his election concerning them. The waiting period for the divorced women starts from the day he divorced them, while the waiting period for the remaining women is subject to the two aforementioned views.
