What is the ruling regarding the gaze between women, irrespective of their religious status?

The ruling regarding interaction between women is the same as the ruling regarding interaction between men. There is no distinction between two Muslim women, or between a Muslim woman and a non-Muslim woman (Dhimmiyah), just as there is no distinction between two Muslim men or between a Muslim man and a non-Muslim man concerning the gaze.

A view attributed to some people suggests that a Muslim woman should not remove her head covering (khimar) in the presence of a Jewish or Christian woman. Imam Ahmad held the view that a woman should not look at the private parts of a non-Muslim woman, nor should she accept the newborn from her.
