The Sultan possesses guardianship over non-Muslim dependents ('ahl al-dhimmah') who lack any other guardian, because his authority is general over all inhabitants of the abode of Islam, and these individuals fall under that jurisdiction, thus establishing his guardianship over them, just as it is established over Muslim women lacking guardians.
