It is recommended that the Li'an be performed in the presence of a group of Muslims. This is evidenced by the attendance of Ibn Abbas, Ibn Umar, and Sahl ibn Sa'd, despite their youth, indicating a large gathering was present. The rationale is that Li'an is founded upon extreme solemnity to maximize deterrence and admonition, and performing it in a congregation is more impactful for this purpose.
