If the presiding judge knows their language, that suffices. It is recommended that four individuals who know their language be present with the judge. If the judge does not know their language, an interpreter is necessary. The ruling states that translation is not valid with fewer than two just witnesses (Adilayn). This is the position of Al-Shafi'i and the apparent view of Al-Kharqi.
