The act of Ilaa' without a corresponding oath still carries legal significance because it indicates an intent to cause harm (Idrar). When the oath is absent, a separate proof indicating harm is required for the ruling to apply. Thus, Ilaa' (even without the oath) is considered as evidence pointing towards the necessary condition (the harm) rather than being the condition itself.
