If one swears, 'By Allah, I will not insert my entire male organ into your private part,' this does not constitute *Ila'*, because the requisite consummation (*fay'ah*) that establishes *Ila'* can occur without the full insertion of the organ.
Supporting text
If one swears, 'By Allah, I will not insert my glans into your private part,' this constitutes *Ila'* because the requisite consummation cannot be achieved without the glans entering the private part.
