Is there expiation or breaking of oath (hanth) incumbent upon a husband who declares his intent to fulfill his duty ('fay'ah') verbally without physical act?

Primary text
There is no expiation or breaking of oath upon one who fulfills the duty verbally, because he has not performed the act sworn to, but rather promised to perform it. This is analogous to someone indebted who swears not to repay it, then becomes insolvent and states, 'When I become able, I will repay it.'
