Is it recommended to answer someone who swears by Allah when asking?

It is recommended to answer one who asks by Allah (swearing by Him). This is established by the statement of the Messenger of Allah, peace and blessings be upon him: "Whoever seeks refuge in Allah, grant him refuge; whoever asks you by Allah, give to him; whoever seeks protection in Allah, grant him protection; and whoever has done a favor to you, reward him. If you do not find a reward for him, supplicate for him until you know that you have rewarded him." This narration is reported by Ibn Umar.
