Saying, 'By Allah, I do such-and-such' is not an oath because it is not answered with the response formula of an oath. Consequently, stating 'By Allah, I do such-and-such' is invalid as an oath. This invalidity applies similarly to 'By Allah, I do such-and-such' because the form using the second-person address (the 'ta' particle, implying addressing another) is not exclusive to oaths and suggests a request, thus not necessitating expiation.
