The strong position maintains that an expiation is required for each verse sworn upon, based on a report from Mujahid stating that the Prophet (peace be upon him) said, 'Whoever swears by a Surah from the Quran, there is upon him the expiation of *Yamin Sabr* (an oath expiation) for every verse. Let him do as he wills [to perform it] or transgress.' This view was held by Ibn Mas'ud among the Companions, implying consensus. This strict requirement is interpreted by some scholars as being recommended or a matter of precaution for honoring the Word of Allah, not strictly obligatory if the person is unable to fulfill it.

The view suggesting only one expiation suffices for swearing by the entire Quran is supported by the general verse on expiation (Quran 5:89) and the argument that imposing multiple expiations for every verse would discourage people from righteous acts, reconciliation, and piety, which Allah has forbidden them from neglecting via their oaths (Quran 2:224). If multiple expiations become too burdensome, even if they were deemed obligatory, a single expiation suffices if one is unable to perform more.
