What is the ruling on saying "I ask you by Allah to do such-and-such"?

If a person says, 'I ask you by Allah to do such-and-such' and intends it as an oath, it is treated as a valid oath. If the intent was merely intercession or supplication to Allah regarding that action, it is not an oath, and neither party incurs expiation.
