Is a statement declaring something 'صدقة' (charity), requiring 'حجة' (pilgrimage) for someone else, declaring something 'حرام' (forbidden) for someone, or declaring someone 'بريء من الإسلام' (innocent/free from Islam) considered an oath requiring expiation?

Such statements do not constitute a binding oath, and no expiation is obligatory because neither the Lawgiver (Shar') prescribed an expiation for them, nor do they fall under the category of matters for which expiation has been prescribed.
