The ruling is the same as saying 'Uqsimu billah' (I swear by Allah) in its details, as Iylā' (vows of abstinence), Halaf (oath), and Qasam (swearing) are synonymous, as supported by the verse concerning Iylā' (Quran 2:226) and documented historical usage.
