Is it permissible to mortgage agricultural land in Suwad al-Iraq?

Mortgaging agricultural land in Suwad al-Iraq is impermissible. This ruling is established in the Shafi'i school of thought and follows the ruling regarding its sale. Furthermore, any construction situated on this land is subject to the same ruling as the land itself.
