The carrying of weapons during the prayer of fear is held to be obligatory by Dawud and the second position of Al-Shafi'i. The evidence supporting obligation is the apparent meaning of the command, which indicates obligation. This is further supported by the phrase indicating exemption: "There is no blame upon you if there is injury to you from rain or you are sick that you lay down your arms" (Quran 4:102). The conditionality of removing blame based on harm indicates that carrying arms is required in the absence of such harm.
