The prayer of fear is permissible in a settled area if there is a need due to the proximity of the enemy descending near the town. This view is held by Al-Awza'i and Al-Shafi'i. The basis for this is the statement of Allah Almighty: 'And when you are among them and lead them in prayer,' [Quran 4:102], and this verse is general for all situations. The Prophet's (peace be upon him) omission of performing it in settled areas was due to his lack of need for it there.

It is narrated that Malik held it is not permissible in settled areas because the verse only indicated two units of prayer, whereas settled prayers are four units, and because the Prophet (peace be upon him) did not perform it in a settled area. However, his companions opposed him and held the same opinion as ours.
