The congregational prayer of fear (Salat al-Khawf) is permissible, provided that each group praying consists of forty individuals. This ruling is permissible specifically due to necessity, as the Imam awaits the arrival of the second group, which distinguishes it from a general dispersion (in a regular prayer).
