What is the Imam's responsibility regarding concluding the prayer (Tasleem) when the followers have not all finished their Tashahhud?

The Imam should not hasten the conclusion of the prayer until most of the followers have finished their Tashahhud. If he concludes the prayer before some of them finish, he should complete his Tashahhud and then conclude the prayer.
