Does the performance of Salat al-Khawf necessitate that the number of Rak'ahs be the same for both groups (Taa'ifah)?

Primary text

The state of fear does not affect the total number of Rak'ahs for either the Imam or the followers. If the journey permits shortening the prayer (Qasr), the prayer is performed in two Rak'ahs. Each group performs one Rak'ah with the Imam, and then completes the second Rak'ah individually, reciting Al-Fatiha and another Surah. The Imam prolongs the Tashahhud until the second group joins, and then he concludes the prayer with them all.

Supporting text

The view of Malik states that the second group only performs Tashahhud with the Imam, and upon the Imam's Tasleem (conclusion), they stand up to complete what they missed, like a Masebuq (one joining a prayer late). This is opposed by the stronger evidence indicating the entire prayer should be performed with the Imam, as supported by the verse: "And let another group come who have not prayed, so let them pray with you" (Quran 4:102), implying the entirety of their prayer is with him.
