The obligation of the Adhan is established for the residents of a city (Misr) according to some scholars among our associates. This obligation pertains specifically to the settlement, not to travelers outside of it. The rationale for legislating the Adhan is primarily to announce the time for prayer so that people may gather for the congregation and catch it. For a city, a single Adhan, audible to the residents, suffices.

Al-Qadi stated that the Adhan is not obligatory upon Muslims traveling outside the city. Malik stated that the call (to prayer) is only required in congregational mosques where people gather for prayer.
