Who has the authority to call the Iqamah (second call to prayer)?

The Imam has authority over the Iqamah, whereas the Mu'adhdhin (caller of the Adhan) has authority over the Adhan. This is supported by the practice of Bilal, who sought permission from the Prophet (peace be upon him) before standing for the call, and the report concerning Ziyad ibn al-Harith al-Suda'i asking the Prophet if he should establish the Iqamah. Furthermore, 'Ali stated that the Mu'adhdhin controls the Adhan, and the Imam controls the Iqamah.
