What are the conditions for permissibility when combining prayers during the time of the first prayer?

The existence of the permissible excuse must be considered at the time of commencing the first prayer, at its completion, and at the commencement of the second prayer. If the excuse ceases to exist during any of these three moments, combining the prayers is not permissible.
