Is it legislatively recommended to hasten the performance of the Dhuhr prayer when it is not excessively hot or cloudy?
Chapter on Prayer Times

Book of Prayer
Primary text
Hasting the performance of the Dhuhr prayer, except when there is extreme heat or cloudiness, is an established recommendation. This is the position favored by the scholars and Companions of the Messenger of Allah (peace be upon him) and those who followed them. This is supported by evidence from the narrations of Abu Barzah and Jabir, among others, from the Prophet (peace be upon him). Furthermore, Aisha (may Allah be pleased with her) stated that she never saw anyone hasten the Dhuhr prayer more than the Messenger of Allah (peace be upon him), Abu Bakr, or Umar. The time immediately following the entry of the Dhuhr time is the pleasure of Allah, while the last part of the time is the forgiveness of Allah.
