It is not obligatory to accept a provided covering if it is gifted, because accepting it imposes a sense of obligation or favor upon the receiver.
Supporting text
It is plausible that acceptance becomes obligatory because the disgrace of leaving one's private parts exposed is a greater harm than the sense of obligation incurred by accepting the gift.
