It is permissible to combine the Maghrib and Isha prayers due to rain. This ruling is narrated from Ibn Umar, and 'Aban ibn 'Affan practiced it for the people of Madinah. This is the position of the Seven Jurists of Madinah, Malik, al-Awza'i, al-Shafi'i, and Ishaq, and it is also narrated from Marwan and 'Umar ibn 'Abd al-'Aziz. The evidence is the statement of Abu Salamah ibn 'Abd al-Rahman that it is from the Sunnah to combine Maghrib and Isha on a rainy day, which refers back to the Sunnah of the Messenger of Allah, peace be upon him. Furthermore, 'Abdullah ibn 'Umar would combine them when the rulers combined them, and 'Aban ibn 'Affan was observed combining them in rainy nights while prominent early Muslims present did not object, suggesting a consensus in their time.
