Is it permissible for the Imam to receive a stipend (rizq) for issuing the Adhan when a volunteer is not found?

It is permissible for the Imam to receive a stipend from the public treasury (fay') for issuing the Adhan, as stated by Al-Awza'i and Al-Shafi'i. This is because there is a need for it among the Muslims, and a volunteer may not always be found. If the Adhan is not compensated, it will cease, and the Imam should be granted a stipend from the fay' because it is designated for public necessities, similar to the stipends of judges and those undertaking military campaigns (ghuzat).
