It is permissible to recite an entire Surah in both rak'ahs. This position is held by Ahmad in the narration of Abu Talib and Ishaq ibn Ibrahim. The evidence is the narration from Zayd ibn Thabit that the Prophet, peace be upon him, recited Surah Al-A'raf in both rak'ahs of the Maghrib prayer. Furthermore, it is narrated via Al-Khall from Aisha, may Allah be pleased with her, that the Prophet, peace be upon him, used to divide Surah Al-Baqarah across the two rak'ahs. Another supporting narration indicates that Abu Bakr, may Allah be pleased with him, led the Fajr prayer reciting Surah Al-Baqarah in two rak'ahs, prompting 'Umar to mention that the sun almost rose.
