Is it recommended for every worshipper to perform the Adhan and Iqamah?

It is best (Afḍal) for every worshipper to perform both the Adhan and the Iqamah. However, if the prayer is a makeup (Qada') or performed outside the prescribed time, the call should not be done aloud.
Supporting text
If the prayer is within the prescribed time, and one is in the desert or a similar place, raising the voice for the Adhan is desirable (Mustahabb). This is based on the report from Abu Sa'id, who heard from the Messenger of Allah, peace be upon him, that if one calls the prayer while tending sheep or in the wilderness, they should raise their voice, for nothing that hears the extent of the caller's voice, whether Jinn, mankind, or anything else, will not testify for him on the Day of Resurrection.
