It is recommended (Sunnah) for the Imam to say the Tasmi' aloud, similar to the Takbir (saying 'Allahu Akbar' when moving between pillars of prayer). This is because it is a prescribed remembrance uttered upon transitioning from one pillar of prayer to another, necessitating that the Imam declares it audibly, just as the Takbir is.
