Combination of prayers is only permissible in travel that permits shortening the prayer (Qasr). The evidence is that combination is a concession granted to alleviate hardship in travel, thus it is restricted to long journeys, similar to Qasr and wiping for three days. Furthermore, combination involves delaying an act of worship past its allotted time, which resembles breaking the fast, and the reported actions of the Prophet, peace be upon him, in combining prayers were only recorded during long journeys.

Malik and al-Shafi'i, in one of his opinions, permit combination even in short journeys because the combination observed by the people of Makkah at Arafat and Muzdalifah occurs during a short journey.
