The establishment of a specific distance requiring Qasr is a matter of divine instruction (*Tawqif*), and it is not permissible to determine it merely by independent reasoning or analogy, especially when there is no established foundation or clear parallel. The sound position favors permitting Qasr for every traveler unless a consensus is established otherwise. The reasoning against fixed estimates is that the sayings of the Companions are contradictory, lacking evidentiary value when in conflict. Furthermore, the ruling should adhere to the explicit wording of the Sunnah and the general scope of the Quran, which permits shortening for anyone who travels, as the condition of fear was lifted.

The tradition concerning wiping over socks for three days is specific to the duration of wiping and does not establish a measurement for Qasr. Moreover, calling a short distance a 'journey' (as in the prohibition for a woman traveling a day's distance without a *Mahram*) does not necessitate that the established ruling for longer journeys (Qasr) applies.
