When does the obligation for prayer commence for those with valid excuses?

For those with valid excuses, such as a menstruating woman, an insane person, a child, or a disbeliever, the prayer becomes obligatory upon the very first moment they attain the time after their excuse ceases. This position is held by Al-Shafi'i, may Allah have mercy upon him.
