When performing the Qunut supplication before the bowing (Ruku'), one should make the Takbir (Allahu Akbar) and then commence the Qunut. This practice is reported from Umar, Ali, Ibn Mas'ud, and Al-Bara', and it is the established position of Al-Thawri without known opposition.
