The obligation to make up missed prayers or fasts applies to the one who became Muslim in Dar al-Harb and subsequently neglected them, even if they were unaware of the obligation's necessity. This position is held by Al-Shafi'i. The rationale is that these acts constitute worship which becomes obligatory upon knowledge; therefore, they remain obligatory even in ignorance, similar to the situation in the land of Islam (Dar al-Islam).
