Is the prayer leadership (Imamate) of a person who cannot speak (Al-Akhras) valid?

The Imamate of one who cannot speak is not valid, neither leading others who cannot speak nor those who can speak. This is because the mute individual omits an essential pillar of the prayer, specifically the recitation (Qira'ah), in a manner where its omission is permanent and not expected to cease. Therefore, their leadership is invalid, similar to one who is incapable of performing bowing (Ruku') or prostration (Sujud).
