Is prayer permissible during the solar zenith (midday)?

Prayer is prohibited when the sun reaches its highest point at midday until it begins to decline. 'Uqbah ibn 'Amir reported that the Prophet (peace be upon him) forbade prayer during the time 'when the standing one of midday rises until it inclines.'
