The regular Imam of the Mosque has precedence over others, as he is considered akin to the owner of the house or the one with authority (*sultan*). Evidence for this is when Ibn 'Umar found the regular attendant of his land's mosque praying, he prayed with them, but refused to lead when asked, stating the mosque's owner (or attendant) has the greater right. This is also covered under the prohibition against a visitor leading a settled community.
