What is the preferred manner for performing obligatory congregational prayer regarding the number of attendees?

Performing the prayer where the congregation is numerous is superior. This is supported by the Prophet's saying: "A man's prayer with one man is purer than his prayer alone, and his prayer with two men is purer than his prayer with one man; and whatever is more, is more beloved to Allah Almighty." This hadith is narrated by Ahmad in his Musnad. The greater the number, the more beloved it is to Allah.
