What is the procedure if two contenders for the Adhan are equal in all considered qualities?

If the two individuals are completely equal in all aspects, lots shall be drawn between them. This is supported by the Prophet's statement, 'If people knew what was in the call to prayer (Adhan) and the first row (of the prayer), and they found no way to attain them except by casting lots, they would cast lots.' This hadith is agreed upon (Muttafaqun 'alayh). Furthermore, when people contended over the Adhan on the Day of al-Qadisiyyah, Sa'd drew lots between them.
