How is the ruling applied in a city composed of distinct, separated neighborhoods (Mahallas)?

If a city, like Baghdad, has distinct neighborhoods separated from one another, the traveler is permitted to shorten the prayer immediately upon leaving his specific neighborhood, even if other parts of the city remain. If the neighborhoods are contiguous, he must depart from the entirety of the city before shortening is permitted. Similarly, if two adjacent villages have connected construction, they are treated as one; otherwise, each village retains its independent ruling.
