A blind person in a settled area is treated the same as a sighted person; they are capable of deriving proof from reports and Mihrabs. If the blind person touches the Mihrab and confirms its direction, or knows the mosque door faces a specific direction, they can use this as proof. If they err based on this knowledge, they must repeat the prayer.
