Primary text

If a person does not hear the Imam's recitation due to distance, that person must recite (the prayer verses). This was stated by Ahmad (Abu Abdullah). If the person hears the Imam's voice but cannot understand the words, there is a narration from the majority stating he should not recite. Another narration suggests he recites if he hears some words, specifically the entire recitation during Fajr, Maghrib, and Isha, and follows the audible recitation pattern (loud for loud prayers, silent for silent prayers). The basis for following the Imam's audible recitation pattern (loudness/softness) is the action of the Prophet, peace be upon him, which is transmitted by later generations from the early Muslims.

Regarding a deaf person (al-Atarash), it is debated whether he should recite because he cannot hear, thus negating the obligation of silent attention, or if he should remain silent to avoid confusing the Imam.
